is a project of United Creations, gemeinnütziger Verein, in Vienna, Austria, transnational.

# When did they start?
2010, the foundation of the association; the occasion were worries around the situation after the Fukushima desaster, the project's dynamic took off with the construction of a straw bale house in a self-made way in the fall 2011, called Sprungbrett Aspern, video 
in the context of a developm
ent-project on the old airport terrain of Aspern - Seestadt Aspern html -> but only as "Zwischennutzung" -> i.e. once the development project will be realized the Vienna Transition Base will have to leave.
It didn't beginn with a strong focus on commons and commoning, in 2014 the "Zwischennutzungsvertrag" ended.
In 2014 some people working on commons/commoning in an urban context and people from Sprungbrett Aspern, knowdledgable about straw bale houses met at an Otelo workshop and started to integrate both topics.
Transition Base Vienna man aged to extend Zwischennutzung for 5 more years (ending around 2020/21) as a laboratorium for knowledge sharing about sustainable living lifestyles of the future. Up to 60 members.

# Peer-Governance in the Commons
- Keep Commoning & Commerce Distinct. Is an important dimension and actually it has been discussed in the project, but not in precise enough terms. There was actually a tension between people who wanted to use this as a place to "market" ideas and start-ups about sustainability - in terms of developing other "greener" business models and others who wanted to convert it more into a commons space. - Declare Shared Purpose & Values See Statutes and Programme of Vienna Transition Base - Assure Commoners' Consent in Decisionmaking - Set Semi-Permeable Boundaries Our terrain has a border but without a fence, not everybody knows where it is. However the activists know and there is some signalling. During the process with the Development enterprise (monthly meetings) the border has been moved several times. A driver for being able to move the borders was discussing about legal responsibilities (Haftung/ Verkehrsicherungspflicht) for this part of the public terrain (f.i. accidents on the street.) In terms of membership of the Group we have a) members of the Verein, b) core group of activists / makers not necessarily members of the group, c) people living in the area an therefor interested in the process getting slowly involved. Usually becoming really involved - independently of a membership statues - happened through regular regular participation in the circles and committing to specific tasks. Reasons for people who had to leave the group (very seldom) for actively blocking the process and collective decisions and failing to fullfill commitments. A reason for excluding somebody was not to share the same purpose/values of the project. - Relationalize Property - Ritualize Togetherness. Regular circles with small but important rituals. - [[Share Knowledge Often & Widely] - Honor Transparency in a Sphere of Trust. Is a deficit in a group - [Respect Human Dimensions] - Direct Capital to Commons Provisioning - Self-Monitor, Mediate & Sanction or - Self-Monitor & Sanction Gradually. Excellent moderation during the group processes. Long and patient collective reflections about conflicts where, again, everybody has been heard. There is a paper discribing several steps to be applied in case of conflict.
# How does Provisioning through commons occur?

Pool & Share trifft unseren Umgang mit Geld Werkzeug individuell eingebracht und steht dann der Nutzung im Projekt zur Verfügung keine herausragenden Konfliktfälle in den ersten 7 Jahren - Cap & Share or Mutualize recycling is first (avoid the use of natural resources), nachwachsende Rohstoffe, "wir beziehen die Materialien aus Netzwerken", ca 5000 Euro bisher - Produce Cosmo-Locally it is important for us to be "globally neutral", lowering ecologic footprint is very important to us - Use Convivial Tools alles was im Selbstbau geht, wir haben zwar eine Kreissäge, aber das ist für uns schon hightech, keine Kräne, Putzmaschine geht auch noch, aber wir putzen lieber mit der Hand. WIR wllen so bauen, dass Laen die Werkzeuge leicht nutzen können. - Decouple Giving & Taking gifting as much as possible, 100 Euro Ersteinlage von 10 Leuten, die keinen besonderen Anspruch nach sich ziehen, geschlossene Feste gibt es regelmäßig nach dem Prinzip Pool & Share, Spannungsfeld ist Arbeit und welche Würdigung er für dafür kriegt; das Prinzip triffts - Rely on Distributed Structures - Protext & Extend Value Sovereignity - Direct Capital to Commons Provisioning das Grundstück gehört der Statt und es ist temporäre Nutzung mit Hoffnung auf Ewigkeit; ?? don't know yet das Haus gehört dann den Menschen, die es nutzen - Establish Discrimination-Free Infrastructures
